I took a highway bus to Umihotaru, a parking area on the Tokyo Bay Aqua-line. It floats in Tokyo Bay.
How to get there by highway bus

JR Kawasaki Station East Exit (East Exit platform 22) → (Ukishima-cho BT) → Umihotaru → (Kisarazu Station)

If you take a highway bus bound for Kisarazu from the East Exit of JR Kawasaki Station, you will arrive at Umihotaru in 44 minutes ride time if there is no traffic jam. There are several other highway buses that go through the Tokyo Bay Aqualine to Kisarazu from Tokyo Station and other locations, but only the highway buses from Kawasaki Station stop at Umihotaru.

You cannot make reservations for these highway buses, so you usually board the bus as it comes.
On the way, the bus stops at only one bus stop before entering the Aqualine.
When you arrive, it would be safer to first check the location and time of the bus stop (for Kawasaki Station) for your return trip. The last bus leaves earlier than expected, and if you miss it, you will have no choice but to call a cab.
The last bus to Kawasaki Station is at 17:16 (weekdays) and 18:21 (weekends and holidays), so it may be a little difficult to enjoy dinner and the night view.

Umihotaru is a five-story building, with commercial facilities and observation decks mainly located on the fourth and fifth floors.
Meals
Umihotaru has four restaurants and seven eateries in the food court. In addition, there are Starbucks and other takeout stores, souvenir stores, and convenience stores.
